Compliance with the 2025 Maryland Next Generation Energy Act

In compliance with the 2025 Maryland Next Generation Energy Act, on or before January 1, 2026, the Maryland Public Service Commission shall open the Round 1 Energy Storage Capacity Credit Application Period. This Application Period will seek to select ​800 MWs of at least 4-hour, front-of-the-meter transmission connected energy storage. The PSC will issue a decision whether to approve one or more proposals by October 1, 2026. A second Application Period to select ​​an additional 800 MWs of at least 4-hour, front-of-the-meter transmission connected energy storage will be issued on or before January 1, 2027, with the PSC issuing a decision whether to approve one or more proposals by October 1, 2027. Projects will be selected by the PSC in consultation with Power Advisory and ensure that the selected projects are in Maryland ratepayers’ best interests.  

Role of Power Advisory

Power Advisory is a management consulting firm that focuses on the electricity sector, specializing in energy market analysis and strategy, power procurement, policy development, regulatory and litigation support, market design and project feasibility assessment. The Maryland Public Service Commission has engaged Power Advisory to administer its forthcoming ​Energy Storage ​Capacity Credit Application Periods, in compliance with the Maryland Next Generation Energy Act. Power Advisory team members have had major roles in over 50 RFPs for power supplies, including the development of RFPs, the evaluation of proposals submitted in response to these RFPs, and services as an Independent Evaluator to monitor the RFP development, bid evaluation, and selection processes.
